On July 19, 1942 – the same day that Flight 5191 passenger Arnold Andrews was born – Heinrich Himmler issued his order for "The Completion of the 'Final Solution' in the Government-General." Himmler therewith commanded that resettlement of the entire Jewish population of Germany be carried out and completed by the end of the year. After December 31, "no persons of Jewish origin may remain within the Government-General" unless they were in "collection camps" in Eastern Europe. Himmler's order was "required with
a view to the necessary ethnic division of races and peoples for the New Order in Europe, and also in the interests of the security and cleanliness of the German Reich and its sphere of interest. Every breach of this regulation spells a danger to quiet and order in the entire German sphere of interest, a point of application for the resistance movement and a source of moral and physical pestilence."241Several generations of scientific advancement later, the American OverClass (who provoked much of the anti-Semitic agitation in the Nazi Germany – eg. Henry Ford's "The International Jew" sold over 11-million copies) is still bent on the quiet implementation of racial hygiene policies.

Straight, Inc., the drug-abuse treatment network founded and operated by Mel Sembler – one that bore an uncanny resemblance to the torture at GUANTANAMO (see part 3: Deason, ACS and detainee torture) in its CIA-conceived mind control "treatment" regimen – took white kids, preferably with wealthy parents who felt no qualms over Sembler's "tough" approach to therapeutic strategy.242 Maia Szalavitz, a drug treatment authority in a Cato Foundation presentation on April 1, 2006, described the Guantanamo/Abu Ghraib methods developed by Mel Sembler: "Straight put kids on peanut-butter-only diets for weeks, kept them awake with no sleep whatsoever for days, forced them to spank each other and made them maintain various stress positions or exercise to the point of exhaustion.
"It constantly humiliated participants, famously gagging some with Kotex, calling girls 'sluts' and boys 'fags' and making those who had been sexually abused take responsibility for their 'part' in seducing the pedophiles who had molested them.
Straight also extensively used isolation and restraint, which involved "a teen being thrown violently to the floor by fellow participants and then sat upon by multiple people, sometimes someone would even restrict the victim’s breathing by holding the mouth and nose closed. This, too, often lead to serious injuries – many of which went untreated so the program could avoid arousing suspicion from medical personnel."243
Betty SemblerOperation PAR – the drug-abuse treatment network overseen by wife Betty Sembler – employed Arnold Andrews for 23 years. This program was, by design, not for white kids but low-income blacks.244 Back in 1978, the Saint Petersburg Times published a "Special On-site Monitoring Report on Straight," by Florida’s Bureau of Criminal Justice Planning and Assistance Assistant Chief John H. Dale, Jr. found that Operation PAR treated an average population base of 40-50 adolescents ... all were black.245

Enforcement (FDLE) has been granting Betty Sembler's Operation PAR $64,000 a year since 1999. Guy Tunnell, commissioner of FDLE, and James "Tim" Moore, former commissioner of FDLE, are members of the Advisory Board for DFAF. In 1995 the Florida Attorney General's office granted Operation PAR $59,000. 
CHARLIE CRIST (who will prove to be significant in the execution of CIA-Republican airplane crashes), the present AG, "has been a friend of Mel's son Brent since childhood. ... Op PAR board member Terry Hensley is the former executive director of DFAF. Before that he was chief of police for St. Petersburg. Operation PAR works with the Pinellas County Sheriff's Office. It appears that Betty Sembler had something to do with the creation of the St. Petersburg-based Multijurisdictional Counterdrug Task Force Training organization that trains law enforcement officials nationwide in drug interdiction. She serves on MCTFT's Advisory Board with Pinellas County's sheriff Jim Coates and Guy Tunnell, commissioner of FDLE. Betty Sembler is Florida Governor Jeb Bush's former finance co-chairman. In 2000 Jeb Bush proposed to spend $16.4 million for the construction of more juvenile residential centers so that incarceration stays could be increased by five months. Jeb Bush is on the Advisory Board for DFAF. His wife Columba and his lieutenant governor, Toni Jennings, are also on DFAF's Advisory Board."246Andrews left Operation PAR in 2004 for the executive vice president position at the WestCare Foundation, based in Las Vegas.

"Richard Steinberg was SUPPOSED TO BE ON THE FLIGHT WITH ANDREWS, but missed it due to a problem with a connecting flight."247 (Connecting flight complications ... in the middle of the night? Flight 5191 was scheduled for departure at 6:00 am – Steinberg wanted a connecting flight at ... when? 3:00 in the morning? Flight 5191 passengers were highly unusual people - they had no need for sleep, evidently.)
Yahoo News reports that Richard Steinberg hails from SAMHSA – the same agency that employed Flight 5191 casualty Steve McElravy – yet another Comair "coincidence": "Steinberg [is the] CEO and president of WestCare, president of Therapeutic Communities of America [TCA] and a former member of the National Advisory Council of SAMHSA, Center for Substance Abuse Treatment."248

SAMHSA has funded a number of offshoots of Mel Sembler's Straight, Inc. (Pathways Family Centers in Indianapolis, Kids Helping Kids of Cincinnati, and Growing Together and Turn About), and Sembler has continued to pander to power.249 (On September 21, the International Herald Tribune reported, "A prominent Republican who chairs I. Lewis 'Scooter' Libby's legal defense fund in the CIA leak affair co-hosted a fundraiser Wednesday for Sen. Joe Lieberman, who is running for re-election as an independent after losing the Democratic party primary. Mel Sembler, a former Republican National Committee finance chairman, helped organize a reception that raised about a "couple hundred thousand dollars" for Lieberman, who was in attendance. Sembler said the event at his firm's office in St. Petersburg, Florida, drew a mix of Republican, Democratic and independent donors. 'He's a man of principle,' Sembler, a former ambassador to Italy and Australia, said of Lieberman ... 'He's an excellent candidate. We're happy to support him.' 
"Libby, Vice President Cheney's former chief of staff, was indicted last year on charges that he lied to FBI agents and a federal grand jury about how he learned CIA operative Valerie Plame's identity and when he subsequently told reporters. Sembler, who is board chairman of the Sembler Company, a real estate and shopping center development company, said he has worked hard to raise money for Libby's legal defense fund. 'It's amazing to go to all this hard work when a crime never got committed,' said Sembler, who also described himself as 'dear friends' with Cheney."250)All of this has the implied blessing of The Lord on High, of course ...
Charles Curie, pill pusher in Pennsylvania, SAMHSA director under H&HS secretary Tommy Thompson, involved the agency in Access to Recovery, according to the Council of Christian Colleges and Universities web site, "a $600 million project to expand drug and alcohol treatment capacity for voucher programs, and to use faith-based service providers as well as medical-based. The impetus for the project, said Curie, is the recognition that the path to a person’s wellness involves treating the mental, emotional and spiritual, as well as the physical aspects of the individual."251
McElravy, the Ananda Margan transcendentalist, found his niche at high-minded H&HS ... So did Mormon Mike Leavitt (R-Utah), Thompson's successor at the helm of Health and Human Services. It would take an entire book to detail the corruption that Leavitt has been involved in; here is a brief list of summaries with cites:

He was confirmed to this office on October 28, 2003 by a vote of 88-8 in the United States Senate. Leavitt resigned the Utah governor's office on November 5. He was sworn in as the 10th Administrator of the EPA the following day. "Last year, the non-church-owned Salt Lake Tribune published a three-part series on the Mountain Meadows Massacre, a dark moment in church history when Mormon settlers slaughtered a group of emigrants from Arkansas in 1858. The church has long tried to downplay the events at Mountain Meadows, and official lore maintains that sympathetic Mormons had rescued the emigrants' children during the massacre. But in 1999, an anthropologist studying the bones from a mass grave at the massacre site discovered that many of the victims had been shot in the face at close range, including young children.
"Adding to the scandal, the Tribune revealed that Utah Gov. Mike Leavitt (a descendant of one of the killers), had cut short the anthropologist's work and ordered the bones reburied in the desert to prevent further study. Not a word of the story appeared in the church-owned Deseret News, Salt Lake's other daily paper. And not long after the series, the church attempted to buy the Tribune as part of a hostile takeover---a move the staff believed was designed to silence the independent paper. "Jack Abramoff, Ralph Reed, and Grover Norquist would approve of ex-Utah Gov. Mike Leavitt's (current Bush secretary of HHS) sham charity. After all, its what they used to funnel money to their favorite cause: themselves.
The Leavitts used nearly $9 million of their assets to set up the foundation in 2000 under an obscure provision of the federal tax code. In 2002, 2003 and 2004, the Leavitt organization donated less than 1 percent of its assets.
... While Mike Leavitt alone has claimed about $1.2 million in tax write-offs since 2000, the foundation gave away only $49,000 in 2002 and $52,000 the next year, according to tax returns and other documents filed by the foundation. Meanwhile, the foundation's assets have been used for a $332,000 loan to Leavitt Land and Investment Inc., in which the secretary owns a significant stake, and other secured loans for insurance and real estate deals, said Alan Jones, a trustee of the organization.
"Leavitt Land and Investment, in turn, extended an interest-free loan to Leavitt in 2002 valued at more than $250,001, according to a recent financial disclosure."

"Bless the whistleblowers! Remember when the whistleblowers at Enron, WorldCom, and the FBI were honored as the Time Magazine 2002 Persons of the Year? Unfortunately, among nonprofits, there is too often an understanding that whistleblowing isn't appropriate behavior, violating the omerta that allows some of the unfortunate charity scandals to fester out of control. Despite the propensity of some nonprofit trade associations to sound like shills for the U.S. Chamber of Commerce in their apocaplytic denunciations of Sarbanes-Oxley, one of the only two provisions of the Sarbanes-Oxley law that expressly apply to nonprofits is the law's whistleblower protection language.
"Let's hope it protects a brave woman who in an act of civil disobedience blew the whistle on HHS Secretary Mike Leavitt's use of a Type III Supporting Organization as his preferred vehicle for charity and philanthropy. In previous posts to the DMI Blog on Leavitt's foundation and later the Leavitts' defense of their foundation, we discussed the issues involved with the Leavitt family's apparently legal but less than savory use of a Type III Supporting Organization, with activities that included spending very little for charity and philanthropy, devoting their grantmaking to charities associated with the Leavitt family for the most part, and tapping the foundation for loans for Leavitt family business interests.
"On NPR's All Things Considered, in a story which we contributed to significantly, an NPR reporter found the answer to something that we had also found but couldn't explain. When the Leavitt Foundation gave grants to the Southern Utah Foundation, the Southern Utah Foundation's Form 990s listed grants that institution gave to the Leavitt Foundation, a practice called "round-tripping". Why would an organization supported by a Type III Supporting Organization, in this case the Dixie and Anne Leavitt Foundation, give some of the money back?
"The answer was found in the civil disobedience of the Southern Utah Foundation's treasurer, one Rhea Tuft. The Southern Utah Foundation was repeatedly hit with Leavitt requests that it use its Leavitt grants for things that would have directly benefitted Leavitt family members, such as paying for some Leavitts (there are a lot of them--the HHS Secretary has 5 brothers) to go to Latin America to work on a water project, a request that the Southern Utah Foundation turned down.
"One item the Southern Utah Foundation didn't turn down was the use of $578,500 of Leavitt Foundation contributions for a housing scholarship program at Southern Utah University in Cedar City, Utah, to pay for the housing costs of needy students. The money went entirely to pay for housing owned by Leavitt Land and Investment. In other words, the Leavitts' real estate firm was the beneficiary of the entire $578,500 charitable grant.
"This obviously ticked off Ms. Tuft. Rather than listing the $578,500 as a grant to the university for the housing scholarship program, Ms. Tuft in her capacity as the Southern Utah Foundation treasurer listed the grant as going back to the Leavitt Foundation because the money, in the end, DID go back to the Leavitts, that is, their business bank account. Ms. Tuft's explanation simply confirmed everything we've said about the Leavitt family's Type III Supporting Organization: "I don't think it was illegal. I just don't think it was right."
"That is the problem right there, Ms. Tuft. So far, what the Leavitts have done with their foundation may very well be legal, but it's lousy. That's why the Internal Revenue Service has included Type III Supporting Organizations on its list of the Dirty Dozen tax scams in both 2005 and 2006. That's why the Senate Finance Committee originally wanted to get rid of Type IIIs. That's why a federal cabinet officer shouldn't have chosen a Type III Supporting Organization as his family's preferred charitable vehicle.
"Ms. Tuft, if they go after you, you'll have a bunch of us standing up to defend your courage in calling out the Leavitt's charitable and business round-tripping."
